A Film Germany Didn’t Want You to See

Citizen Vigilante is a 2026 action thriller directed by Uwe Boll and starring Armie Hammer as Michael Sanders — a man who turns to vigilante justice after his mother is killed by criminals. The film was inspired by a real 2016 case in Hamburg, where a 14-year-old girl was gang-raped by migrants who then walked free with only suspended sentences. It opened in the United States and Canada on June 19 through limited theaters and digital platforms, including Amazon Prime.

In Germany, the story ended before it could begin. The country’s film ratings board, known as the Freiwillige Selbstkontrolle der Filmwirtschaft (FSK), refused to issue any age rating for the film — not even an adults-only classification. Under German law, a film without a rating cannot be shown in cinemas, sold in stores, or streamed on major platforms. No laws were technically broken, but the film effectively vanished from the German marketplace.

Director Calls It Political Censorship

Boll fought the decision in court and lost by a 6-2 vote. The board told him the film “incites violence against migrants.” He strongly disagrees. Boll argues the FSK used youth protection rules as a pretext to kill a film that challenges the mainstream political narrative on migration and crime in Europe. He told the Daily Telegraph: “The rating system refused to give us a rating, so now you can only watch it if you bring in a Blu-ray from Austria or Switzerland.”

Boll wrote in the German conservative publication Tichys Einblick that the board objected specifically to the film showing migrant offenders and a vigilante who becomes a public hero. He pointed to real crime statistics to defend his creative choices, stating: “The mass rapists in the film are young migrants, which is unfortunately particularly common according to crime statistics.” The film has not been placed on Germany’s formal “Index” of banned media, meaning adults can legally own it — they just can’t buy it through normal channels.
