  1. The most common thing I see is drivers not courteous enough to dim when meeting vehicles. The second is added driving lights that are not operating as was originally designed. When driving lights work properly they go out when the lights are dimmed. Go back to not dimming. No policing the rules of the road. A few tickets might encourage obeying the rules.
